Project: China Lake Earthquake Recovery (CLRP) program will provide construction management support services to the Naval Air Weapons Station China Lake (NAWSCL) in Ridgecrest, California. This position will serve a critical role on the Parsons team supporting Navy’s Commanding Officer’s executive leadership team as the senior program manager monitoring all aspects of construction to improve performance across cost, schedule, safety and quality. This position will also work daily with the OICC Operations Officer to ensure tactical program execution performance by best practices and programmatic risk analysis. This position will also serve as the contract personnel production manager principal for all contracted support services over the duration of this contract, and be responsible for all CSS personnel issues, time keeping, work performance and deliverables quality. The individual shall perform tasks as defined generally below or directed by OICC. Responsibilities: Directs the overall planning of construction activities to identify critical milestones and priorities. Determines budget estimates and staffing requirements for the defined scope and schedule. Ensures that the services of subcontractors and major construction equipment required by the project will be available at the appropriate time to ensure maximum efficiency and productivity. Establishes assignments for Construction Superintendents for various work areas of construction operations, monitoring progress and recommending corrective action as necessary. Conducts performance evaluations and recommends promotions and salary actions. Manages the assignment of manpower, materials, and equipment to maximize efficiency, maintain schedules, and to meet budget goals. Anticipates and resolves various problems such as changes in scope, slippage of schedules, and budget overruns. Ensures that critical milestones are met for each phase of the project. Ensures the use of sound construction practices to attain required quality control at the maximum efficiency and minimum cost. Prepares periodic reports summarizing progress of construction activities for higherlevel management and clients, including formal presentations. Ensures effective implementation of all Company and client policies and procedures, including labor relations policies. Serves as the primary contact with client representatives, subcontractors, and government representatives for construction related activities. Maintains strong client and community relations, including making presentations to local civic organizations. Performs other responsibilities associated with this position as may be appropriate. Requirements: A degree in engineering from a four-year accredited Accreditation Board for Engineering and Technology (ABET) university or an architecture degree from a National Architectural Accrediting Board (NAAB) accredited university. 15 years minimum personnel management experience in an engineering, architectural, or construction firm. 10 years minimum experience preparing and delivering briefs to senior executives. 12 years minimum experience in construction program and/or project management with at least one program exceeding $500M 5 years minimum AE or construction experience on DOD project. Registration as a Professional Engineer (PE) / Registered Architect (RA) is highly desirable. If the candidate does not have a PE or RA, then a PMP with the Project Management Institute (PMI) or CCM with the Construction Management Association of American (CMAA) _ Ready for action?
