Under the direction of the Executive Director of Development Services, strategically manages, controls and performs exemplary administrative functions for the Building Division while providing proper guidance to design and plan related issues while ensuring compliance with applicable codes, City Policies and Ordinances. Assumes administrative oversight and accountability for the divisions residential and commercial inspection processes and procedures, to ensure compliance with zoning, floodplain, grading, safety laws and regulations and approved plans, specifications and standards; performs assessments after major disasters; functions as Chief Building Official. Manages the Building Board of Adjustment and Appeals and its caseload. Performs division budget development and management; assists in overall department budget management. Supervises staff; plans, prioritizes and assigns tasks and projects; monitors work; develops staff skills; evaluates performance. Interprets legal requirements; recommends compliance procedures to contractors, trades workers and owners. Maintains inspection records; oversees and directs the preparation of reports for administrative and judicial authorities. Ensures maintenance of records for the National Flood Insurance Program (NFIP) and the Community Rating System (CRS) to assure City compliance. May provide support to the Landmark Commission, Planning Commission, Zoning Board of Adjustment and City Council. Minimum Qualifications: High School diploma or equivalent; AND ten years experience in zoning regulations, building inspection and housing code enforcement, including five years of supervisory experience; OR an equivalent combination of education and experience. Required Licenses and Certifications: ICC Certified Building Official, ICC Certified Residential Energy Inspector, ICC Certified Plumbing Inspector, Texas/FEMA Certified Floodplain Manager, and a valid Texas Drivers License.
